Coastal Community Bank acts as the chartered partner bank behind fintech apps like OnePay, but they fail to oversee how fraud disputes are handled.
After an unauthorized $1,800 transfer occurred due to a compromised device, the claim was automatically rejected in under 60 seconds by a bot—without a human ever evaluating network telemetry, server logs, or basic facts.
When challenged under Regulation E (12 CFR § 1005), the bank and its fintech partner used invalid arguments (like "virtual card viewed") to deny liability and shift the burden of proof onto the consumer, which explicitly violates CFPB staff commentary and federal law. When forced to address the issue on consumer dispute platforms, Coastal simply uses privacy deflections instead of resolving the regulatory breach.
Official complaints have been filed against Coastal Community Bank with the Federal Reserve Board (FRCH), the CFPB, and the FDIC for third-party BaaS compliance failures and refusing to conduct a lawful error-resolution investigation.
