Unpleasant timewaster in my opinion.
Since he thinks he can intimidate me into not posting a true and accurate version of my unpleasant encounter with him by saying he will call the police, I am choosing to take 30 mins out of my busy day to post this.
I would obviously have preferred never to have had contact with this man. Total waste of my time.
His visit began with needing a phone call to be guided to the right location. He stayed less than 10 minutes including using the bathroom, shared little information about himself. Asked if he could use matt paint instead of gloss as blemishes dont show up. Hmmm. I answered no, gloss is more hardwearing. Left saying he would give a quote next week.
I can imagine lots of reasons he may not want to quote for my job, both those that are innocnt and those that are not.
When the appointment was made, he told me he has time to do the job later this month.

a. painting all rooms of 1 bed annex, emulsion on walls, high gloss skirtings door frames and some wooden coving.
b. lay laminate flooring in annex.

Pretty standard contract paint job so not sure what sort of work you do? Not neccessary to do both, flooring can be sorted more easily since many flooring shops fit laminate or even carpet if no other option.
Looks unlikely I'll get it done this month, you were the only reply from those on the lifton noticeboard. Why do they advertise if no interest in work?
Anyway feel free to make a quote for a later date if that's the issue. Would like to get it done and get a tenant in.

or do i need to ask for experiences of others on the internet chat and review sites and work out what the story is that way? Will certainly be chatting about it with other dog walkers and people in this small community. Suppose my experience with you makes for a good story at least, assume you realise your vehaviour is somewhat less than professional? maybe I can find a decent painter that way.

On the second call I told you I was prepared to have a conversation but if you were just going to rant loudly, I would put the phone down and reject further calls.

The reply to your question is that I have not used the words "bad man", they are your words. I will tell anyone I speak to and/or post on the internet the truth about what happened. An internet post/review is easiest for me by just copying these messages.
Now how about answering my questions, why did you waste my time? / why did you decide you dont want this work? That would maybe be a small benefit to me from all the phone calls, messages, messing around and thus irritation you have caused me. I just want my job done, obviously I would not consider having you do anything, however it helps to get feedback in finding someone who is happy to take the work.
Am I unreasonable? People will make their own judgement.
